Has anyone run across an issue with prevailing rate classifications and the need for certified payrolls when working at a municipal site, such as a water treatment plant, and whether the work of programming PLC's and/or SCADA systems fall under a prevailing rate classification? We recently had the local state labor department tell us that even if we are programming an instrument (not installing this) that this work is considered a "Plummer’s rate" and we are to be paying the counties rate for this work. I am particularly concerned whether we, and any of you, will soon be up against whether Engineering/Programming is going to be under this or an electrician rate classification. I seem to be having a problem getting anyone from the state to commit to an answer about this. Most of you could probably figure which state I am referring to by now. (starts with N ends with Y).
Any recommendation as to a trade organization who is well suited to help deal with these issues?
